農(nong)民工(gong)能實(shi)行月薪(xin)制(zhi)(zhi)嗎?這次代表提(ti)案雖然舊(jiu)話重提(ti),但依然快速(su)沖上(shang)了(le)熱搜,也引(yin)發了(le)一些(xie)業(ye)內的爭議。農(nong)民工(gong)的確是(shi)(shi)弱(ruo)勢群體,他們的每一位都是(shi)(shi)一個(ge)家庭的經濟支柱(zhu),工(gong)作很(hen)苦很(hen)累,不(bu)管怎么說,拖欠他們的工(gong)資(zi)行為都很(hen)惡劣。雖然現(xian)在很(hen)多地方也開設了(le)農(nong)民工(gong)工(gong)資(zi)的專用(yong)賬戶,基(ji)本實(shi)現(xian)了(le)民工(gong)工(gong)資(zi)代發制(zhi)(zhi)度,但是(shi)(shi)離(li)實(shi)現(xian)月薪(xin)制(zhi)(zhi)還有很(hen)大的距離(li),如果(guo)再加上(shang)社保和公積金,這個(ge)夢(meng)想應該還需要一代人的努(nu)力,實(shi)現(xian)不(bu)了(le)的原因(yin),分析一下主要有三個(ge):
第一,拖欠的原因不是主(zhu)觀的,而(er)是因為(wei)項(xiang)目(mu)款項(xiang)被挪(nuo)用,層層轉包和(he)三角債(zhai)的問(wen)題(ti),如果這些(xie)問(wen)題(ti)得不到根治,項(xiang)目(mu)資(zi)金就得不到保障,拖欠工錢的現象也(ye)會(hui)再發生。
第二,因為工(gong)(gong)(gong)地的(de)特(te)殊屬性導(dao)致(zhi)的(de)。中國的(de)工(gong)(gong)(gong)地勞(lao)務大(da)部分都是(shi)包(bao)工(gong)(gong)(gong)制,也一定是(shi)包(bao)工(gong)(gong)(gong)制,才(cai)能極大(da)的(de)提高工(gong)(gong)(gong)作效率,同樣(yang)一個工(gong)(gong)(gong)地的(de)兩(liang)棟樓,包(bao)工(gong)(gong)(gong)制和點工(gong)(gong)(gong)制的(de)效率相差30%,既(ji)然是(shi)包(bao)工(gong)(gong)(gong)制結算,一定是(shi)干完活(huo),拿錢就不能實現月薪制。
第三,工(gong)(gong)(gong)人(ren)(ren)的(de)屬性(xing),導致的(de)工(gong)(gong)(gong)程上用的(de)工(gong)(gong)(gong)人(ren)(ren)是(shi)(shi)有兩重身份的(de),既(ji)是(shi)(shi)農(nong)民也(ye)(ye)是(shi)(shi)工(gong)(gong)(gong)人(ren)(ren),所(suo)以他們擔負著(zhu)種地和(he)打(da)工(gong)(gong)(gong)兩個(ge)任務,如(ru)果一旦實行了(le)月薪(xin)制,到了(le)農(nong)忙(mang)和(he)秋收,上個(ge)月的(de)薪(xin)酬一結算,大概率人(ren)(ren)就跑光了(le),這樣(yang)的(de)項(xiang)(xiang)目(mu)進(jin)度會造成嚴重的(de)拖延。所(suo)以在(zai)實行月薪(xin)制的(de)同時(shi),提高項(xiang)(xiang)目(mu)人(ren)(ren)員穩定性(xing),也(ye)(ye)是(shi)(shi)一個(ge)值得研究的(de)課題。
